BOARD OF TRUSTEES OF THE
INDIAN RIVER COUNTY HOSPITAL DISTRICT
Indian River County Hospital District Supports Wearing Masks in Public Places
Whereas, on March 1, 2020, Governor Ron DeSantis, in his capacity as Governor of the State of Florida, issued Executive Order 20-51, directing the declaration of a public health emergency and establishing the State of Florida’s response to COVID-19; and
Whereas, on March 1, 2020, the State Surgeon General declared a public health emergency in the State of Florida; and
Whereas, at this time, there is no vaccine for COVID-19 and it is easily transmitted among people; and
Whereas, the CDC and Florida Department of Health continue to remind residents that by wearing a face covering and maintaining social distancing in public, the resident protects others from exposure as well as themselves; and
Whereas, the Florida Medical Association President Dr. Ronald Giffler recently issued a statement saying that “the Florida Medical Association, the state’s largest physician organization, encourages local officials to adopt regulations requiring individuals to wear face coverings in public places” and applauded municipalities in Florida that have already adopted mandatory mask use ordinances; and
Whereas, pursuant to section 101.10(1) of the Code of Indian River County, and Resolution 2019-55 of the Indian River County Board of County Commissioners, the County Administrator is authorized to declare a local state of emergency upon making a determination that a disaster has occurred or is imminent, requiring immediate and expeditious action; and
Whereas, the Indian River County Hospital District (the “District”) is a special taxing district created by the Legislature of the State of Florida, Chapter 2003382, Laws of Florida and located in Indian River County, Florida; and
Whereas, the District’s Board of Trustees (the “Trustees”), a body public and corporate, is the governing body of the District; and
Whereas, the Mission Statement of the District is To Ensure Access to Care and Services Resulting in Improved Health Outcomes. And the Vision Statement is Working to Improve the Health of our Community through a Collaborative Effort; and
Whereas, the COVID-19 public health crisis continues to worsen in Indian River County, the Indian River County Hospital District Trustees in carrying out their mission and vision for a healthy community supports the wearing of masks inside all public places of business.
NOW, THEREFORE, be it resolved:
SECTION 1. Findings. The Trustees hereby find and determine:
1. The recitals set forth above are true and correct, and are adopted as findings and determinations of the Trustees.
2. The Board of Trustees respectfully request that for the health and safety of all in our community and to slow the spread of the COVID-19 Coronavirus, that the Board of County Commissioner’s revisit and readdress taking action to require masks be worn by anyone visiting the interior of all public places for a minimum of a 4-6 week period.
SECTION 2. Effective Date. This Resolution shall take effect immediately upon its adoption, dated this 16th day of July, 2020.
