Dr. Cooney convened the first public budget hearing of the Indian River County Hospital District (“IRCHD”) at 5:01 p.m.
Review of the July 17, 2025 Proposed FY 2025-2026 Budget Information – Michael Kint, Treasurer
Mr. Kint addressed the board and stated that on July 17th, the Board of Trustees adopted a proposed budget with a millage rate of .7650. This represents a millage rate increase of 6.71% as a percentage of the rolled back rate and provides the District with ad valorem tax revenue of $24,372,463. This is also an increase in ad valorem tax revenue of $1,967,025 over last year. He further stated that this increase in tax revenue is due to the increase in assessed property values in the county. There are also many other factors which directly impact the work of the District and the healthcare support that is provided to Indian River County residents. He highlighted other factors that contributed to the increase which included inflation and Medicaid redetermination. Also, the board continues to evaluate maternity healthcare services, including prenatal and postpartum care. Additionally, the Districts funding application review process was improved leading to a reduction in awarded funding. He further stated that Trustees will have additional discussions at the upcoming Chairman’s meeting on September 17th, where they will finalize the proposal budget and millage rate.
Mr. Kint asked if there was Trustee or public comment. There was Trustee discussion and Mr. Jones addressed the board. He stated that he will approve the tentative millage rate being presented this evening but believes there is opportunity for it to be reduced further to .7350, which is 4% less. He also provided his analysis of future support to CCIRH for maternity care and the Trustees’ commitment to evaluating the most efficient and effective way of supporting these services.
Next Dr. Mackett addressed the board and stated that the budgeting process had been conducted well and recognized that the Trustees have discussed their difference of options successfully. Further, taxpayer contributions related to maternity care are part of a larger community effort needed to maintain services. With decreasing Medicaid funding, it’s challenging to provide adequate care, especially for the ALICE population and other indigent groups, while aiming for excellence in healthcare.
Mr. Westcott added that he believes Dr. Rothman provided a helpful benchmark for the District planning to support maternity care. He also discussed his beliefs on adequate reserves and suggested reducing them to $8 million or $8.5 million and possibly reducing the millage rate to .6950. He also noted the unknown impacts from the Big Beautiful Bill and keeping a large number of reserves which he does not recommend.
Lastly, Dr. Cooney addressed the board and stated he looks forward to the discussion that will take place on September 17th and agreed with some of the Trustees’ comments made so far. Mr. Kint asked if there was any additional Trustee or public comment, and there was none.
Adoption of Tentative FY 2025-2026 Budget & Millage Rate- Michael Kint, Treasurer
Mr. Kint requested a motion be made to adopt the tentative millage rate of .7650. Dr. Mackett made the motion, which was seconded by Dr. Cooney. There was no Trustee or public comment. The motion carried unanimously.
Next, Mr. Kint asked for a motion to adopt the tentative budget of $24,372,463. The motion was made by Dr. Cooney and seconded by Dr. Mackett. There was no Trustee or public comment. The motion carried unanimously.
Finally, Mr. Kint announced publicly that the millage rate of .7650 as a percentage of the rolled back rate is 6.71%.

Dr. Cooney asked if there were any additional Trustee comments or public comment. There was none and meeting was adjourned at 5:20 PM.
