Mrs. Cunningham convened the first public budget hearing of the Indian River County Hospital District (“IRCHD”) at 5:01 p.m., via Zoom.  Ms. Zudans provided the invocation

 

 

Review of the September 10, 2020 Proposed FY 2020-2021 Budget Information and Approve Tentative Budget – Allen Jones, Treasurer

 

Mr. Jones stated that on July 16 and again on September 10, the District adopted a proposed millage rate increase of 3.25% as a percentage of the rolled back rate. This equates to an increase in ad valorem tax revenue for the 2020-2021 budget year of $782,221. The proposed budget tonight is equal in millage rate to the tentative budget from July and September. Also, the proposed millage rate of .8011 is unchanged from the current fiscal year, but it results in an increase in ad valorem tax revenue over last year of $782,221, due to property values increasing.

 

Mr. Jones stated that the fundamental mission of the District is to improve the health of the community, primarily by funding access to healthcare services to uninsured residents of the county whose income is below 200% of the Federal Poverty Level. It is important to note that the assessed property tax values in Indian River County have increased over 5% this year. The proposed budget contains a slight increase in aggregate in program and administrative expenses. This budget will allow for flexibility to respond to a number of unpredictable variables the county may encounter, specifically related to COVID-19. Mr. Jones asked for Trustee comment and discussion. Mrs. Bodnar stated that she was not able to attend the September 10th but reviewed the meeting minutes of the same. After reviewing the minutes and Mr. Jones recommendations, she is in favor of the current proposed budget and millage rate, which would increase the reserves slightly. Mr. Jones then asked for public comment and there was none.

 

Mr. Jones made a motion to adopt Resolution 2020-03, which adopts the millage rate of .0811. The motion was seconded by Dr. Weiss. There was no further Trustee discussion or public comment and the motion carried 6-1 with Mrs. Zudans in opposition.

 

Mr. Jones made a motion to adopt Resolution 2020-04, which adopts the budget of $15,694,778. The motion was seconded by Mrs. Cunningham. There was no further trustee discussion or public comment, and the motion carried 6-1 with Mrs. Zudans in opposition.

 

Mr. Jones announced publicly that the millage rate for FY 20-21 is unchanged at .8011, but as a percentage of the rolled back rate, is an increase of 3.25%.

 

            Mrs. Cunningham asked for any further public comment and hearing none, she made a motion to adjourn which. The motion was seconded by Dr. Weiss, and carried unanimously.
